Many of the highest performing countries have very homogeneous populations, which is certainly not the case in North America. This makes improving the system that much more difficult, although it can be done.
Science and math education suffer because we have so few subject specialists in this area. If you can get degree in almost all fields of science and technology, you’ll make far more money in private industry.
